On January 1, 2026, California's 2025 Building Energy Efficiency Standards took effect, and they change what a luxury home in Los Angeles is allowed to be. The headline is the shift to a heat-pump baseline for both space heating and water heating, but the consequences run further than mechanical equipment: they reach the pool, the electrical service, the window package, and the mechanical room. This report covers what actually changed under Title 24, Part 6, which requirements apply to a Los Angeles address, and the decisions that need to happen at design stage rather than at plan check. Code citations refer to sections of the 2025 standards; unless noted, this covers newly constructed single-family homes.
The Date That Decides Which Code You Build To
The 2025 Energy Code applies based on permit application date, not the date construction starts or finishes. Any project whose permit application is dated January 1, 2026 or later is built to the 2025 standards. A project permitted in late 2025 remains under the previous code even if it breaks ground well into 2026.
For anyone weighing a project right now, that single line governs more of the budget than any other in this report. It is also the reason a stalled 2025 permit is worth more than it looks — and why a redesign that forces a new permit application can quietly reset the entire compliance basis of the house.
Los Angeles Spans Three Climate Zones
Title 24 requirements vary by climate zone, and Los Angeles is not one zone. The city covers CZ 6 on the coast — Pacific Palisades, Santa Monica, Venice — CZ 8 across parts of South and East LA, and CZ 9 through Beverly Hills, the valleys, and Studio City. Zone boundaries can run through individual streets, so the zone is a property-level fact, not a neighborhood assumption. The California Energy Commission publishes a climate-zone lookup by address, and it is worth confirming before an architect commits to a glazing or insulation strategy.
Heat Pumps Are Now the Baseline
The central change: the 2025 code moves single-family homes to a single-fuel baseline, with heat pumps prescriptively required for both space heating and water heating (California Energy Commission).
Practically, that means:
- Space heating must be a heat pump in all climate zones, or the home must demonstrate compliance through the performance path (§ 150.1(b)1).
- Water heating follows the same baseline. The prior exception permitting gas tankless water heaters in Climate Zones 3, 4, 13, and 14 has been removed (§ 150.1(c)8), and gas tankless is no longer among the prescriptive options for single-family additions (§ 150.2(a)1D).
This is not a ban on gas. The performance path still exists, and a house can be designed to comply another way. But the default has flipped: gas heating is now the exception you have to justify and pay for in tradeoffs elsewhere, rather than the assumption.
The mechanical room gets bigger
Heat pump water heaters carry requirements that consume space. A HPWH now requires ventilation or a minimum room volume (§ 110.3(c)7B), and a unit drawing inlet air from outside needs backup heat unless its compressor cutoff temperature sits below the local Heating Winter Median of Extremes (§ 110.3(c)7A). The mandatory conductor for a future HPWH is now a minimum 30A branch circuit (§ 150.0(n)1Ai).
On a high-end build this is a plan-level issue, not an equipment selection. A closet sized for a gas tankless unit will not accept a heat pump water heater with its ventilation clearances, and discovering that after framing is expensive.
Controls and supplementary heat
The code closes the loophole where electric resistance backup quietly ran all winter. Supplementary heat may now only operate below 35°F outdoors, except during defrost or emergency operation (§ 150.0(h)7), and thermostats controlling heat pumps with supplementary heat must display outdoor temperature, indicate when backup heat is running, and lock it out above 35°F (§ 150.0(i)). Electric resistance supplementary capacity is capped relative to the heat pump's nominal cooling capacity (§ 150.0(h)8), and installer-adjustable defrost delay timers must be set to 90 minutes or more (§ 150.0(h)6).
In Los Angeles, where outdoor temperatures below 35°F are rare across CZ 6, 8, and 9, these provisions mean backup heat is effectively dormant — which is the intent, and which makes correct heat pump sizing more consequential than it used to be.
The Pool Is Now a Code Item
This is the change most likely to surprise a luxury client, and the one most often missed until late.
Primary pool and spa heaters must now be a heat pump, solar, or use at least 60% renewable or recovered energy, sized appropriately (§ 110.4(c)). Pool and spa heaters must be tested to new standards by fuel type (§ 110.4(b)), and controls on heat pump pool heaters must prevent supplementary heating when the load can be met by the heat pump alone (§ 110.4(d)). Several exceptions apply, so the specific installation matters.
For an estate with a pool and spa, this reshapes equipment selection, the equipment pad, electrical load, and heat-up time expectations. A gas pool heater was a small line item on a large project; a compliant heat pump pool heating system is a design decision with footprint and service implications, and it belongs in the early load calculations rather than in a late substitution request.
Solar Sizing and Battery Readiness
Two changes affect the electrical design of every new home:
- PV sizing is now calculated from total solar access roof area (SARA) — SARA multiplied by 18 for steep-sloped roofs, and by 14 for low-sloped roofs (§ 150.1(c)14). Roof geometry and shading therefore drive array size directly, which makes early roof design an energy-compliance decision as much as an architectural one.
- Battery energy storage readiness is now mandatory for newly constructed one- and two-dwelling-unit homes with electrical service over 125A (§ 150.0(s)). BESS-ready is not required if a battery is actually installed.
Essentially every luxury home in Los Angeles exceeds a 125A service, so battery readiness should be treated as a given. Combined with heat pump space heating, heat pump water heating, heat pump pool heating, and EV charging, the aggregate electrical load on a 2026 house is materially higher than on the same house designed in 2024 — which is a service-size and panel-space conversation to have with the electrical engineer at schematic design, not during rough-in.
Envelope: Windows, Walls, and Attics
The envelope requirements tightened in ways that touch the parts of a luxury home clients care most about.
- Fenestration. The mandatory maximum weighted average U-factor is 0.40, including skylights (§ 150.0(q)). The prescriptive maximum is U-0.30 in Climate Zones 6–10, which covers all of Los Angeles (§ 150.1(c)3A). For a house with significant glazing — which describes most of the market Blackbriar builds in — this drives glass and frame specification, and it is far cheaper to solve in the window schedule than through offsets elsewhere.
- A wildfire-zone exception. The mandatory fenestration U-factor carries an exception for windows installed in Fire Hazard Severity Zones (§ 150.0(q)) — relevant across much of the hillside and canyon market, and worth confirming per parcel alongside the fire-hardening requirements covered in our 2026 Pacific Palisades Rebuild Report.
- Walls. Maximum U-0.095 for 2×4 framing (minimum R-15 at 16" on center) and U-0.069 for 2×6 (minimum R-21 at 16" on center) (§ 150.0(c)).
- Attics and ceilings. Prescriptive ventilated attic minimum R-38 in CZ 1 and 8–16, R-30 in CZ 2–7, and cathedral ceilings now require minimum R-38 with no radiant barrier in all climate zones (§ 150.1(c)1Aiii). Cathedral and vaulted ceilings are common in high-end architecture, and the R-38 assembly needs depth the framing has to provide.
What Changed in How Compliance Is Measured
The performance path itself was rewritten. The energy budget is now expressed in terms of long-term system cost (LSC) and source energy, with LSC split into Total LSC and Efficiency LSC (§ 150.1(a)). Efficiency LSC covers space conditioning, water heating, mechanical ventilation, and the self-utilization credit; Total LSC adds photovoltaics, battery storage, lighting, demand flexibility, and plug loads.
The practical consequence for an owner is that the performance path now rewards demand flexibility and storage more explicitly than the previous metric did. A design that leans on batteries and load shifting can buy compliance headroom that a purely efficiency-driven design cannot — which is worth modeling early if the program includes features that are hard to make efficient.
The Bottom Line
The 2025 Energy Code does not make luxury construction in Los Angeles impossible; it makes it electric, and it moves several decisions earlier in the process. Heat pumps for space and water heating are the baseline, the pool heater is now a regulated system, battery readiness is effectively universal at luxury service sizes, and the glazing package has a real number attached to it in every LA climate zone.
The projects that will absorb this well are the ones that model compliance at schematic design, size the electrical service for the full electric load, and give the mechanical spaces room to hold the equipment the code now requires. The projects that struggle will be the ones that carry a 2024 set of assumptions into a 2026 permit application.
